In 1970s San Francisco, a young gang raids a furniture factory which turns out to be a front for the mob, known as "the organization." The gang, made up of friends and relatives of drug addicts, manages to steal four million dollars worth of heroin. But when the factory manager is found dead, the gang has to clear themselves of the murder charge and fight back against the organization... so they turn to Lieutenant Virgil Tibbs. When his superiors find out that Tibbs is working outside the law, they suspend him from the police force. Now Tibbs and the gang are left on their own to take on the organization.
