The INSPECTOR, on his day off from the PREFECT, goes shopping at his neighborhood market and, like many housewives, takes his groceries home in a "borrowed" market basket. His "conscience" appears and congratulates him on "stealing" a market basket. The INSPECTOR is horrified. He cannot believe that he is a common, everyday, ugly and despised-type "thief" and yet... he has stolen a market basket. At first he tries to return the basket but when he sees the "Gendarmes" he "chickens-out" and tries to hide it. But, regardless where he hides it, "people" are quick to spot an obvious "stolen market basket". The INSPECTOR puts his coat over the basket so it resembles a nursemaid and tries to hustle the basket up the street but, to his surprise, a Frenchman tries to "pick him up". Regardless of what the INSPECTOR does he always ends up with the basket. Finally, late at night, he tries to sneak the stolen market basket back to the alley behind the market. He intends to leave it there and disappear. Just as he would appear to have succeeded, a robbery ensues above the market and the crooks toss a bag of money out of the window and it lands in the INSPECTOR's basket. He panics and pushes the basket through a fence, trying to escape once again as the Gendarmes give chase.
