Dr. Rossiter, a plastic surgeon wanted by the police, flees to France and under an assumed name acquires, by murder, a run-down circus. His first recruit is a woman criminal. He transforms her face by plastic surgery and trains her as a high-wire artiste. In ten years he builds the circus into one of the most successful in Europe. A series of mysterious accidents to the performers has alerted the continental police, but they are never able to prove any crime. But when the circus comes to England a detective is assigned to follow and investigate, and he determines to find out the truth.
